Second grade: Levitucus, Numbers, Deut, 3rd chapter of Joshua. 2nd grade - 9th year: What is state, what should education do for child. 39th year of wandering in wilderness. 10 Commandments on stone, given to children of Israel represents transfer from parents; first year of 40 years wandering was devoted to making tabernacle to have these tablets - way of protecting Word must be build into mind (conscience) in same way. It's the mind that must be organized into a nation. Sending out twelve tribes into land to see and report. Certain things must be learned in the wilderness period of life.
